Director for Latin America, the Caribbean and relations with all Overseas Countries and Territories at the European Commission’s Directorate-General for International Partnerships (DG
INTPA) since October 2022. He was previously Director for Sustainable Development Policy and Coordination (April 2018-October 2022).

He has worked on sustainable development policy and the EU’s external action budget since 2009, including as Expert in the Cabinet of the HRVP Federica Mogherini (where he was also responsible for relations with Africa, 2014-2018), Head of Development Cooperation
Coordination Division at the European External Action Service (EEAS), and as a diplomat in the Spanish Permanent Representation to the EU including chairing CODEV WG in the Council.

Félix is a trained lawyer and diplomat; married, three children.
